A pedestrian is generally defined as someone on foot, or in a toy vehicle or a wheelchair not capable of going faster than 10 kilometers per hour (km/h). Pedestrians include people of all ages, both sexes, all races, and all religions, and from all walks of life. Walking is an essential mode of transport: everyone is a pedestrian at some stage of every journey. Pedestrians are the largest group of road users, and they can be found on the road network at any time, day and night.
