Sustainable Funding for Impact: Insights from Second Session in Ongoing Webinar Series on Road Safety Financing

The Asia-Pacific Road Safety Observatory (APRSO) and the Central Asia Regional Economic Cooperation (CAREC), together with the Asian Development Bank (ADB), continued their third Road Safety Capacity Building Program Webinar Series last Tuesday, under the theme “Strengthening and Diversifying Financing and Implementation for Road Safety.” 

This second session focused on Sustainable Funding for Impact and brought together speakers from multilateral development banks (MDBs) alongside a representative from the Government of Mongolia. The 142 participants heard speakers discuss: 

✅ How to build meaningful financing metrics
✅ MDB investment pathways and pipeline development 
✅ Real-world case studies from across the region 

Dipan Bose, Senior Transport Specialist at the Global Road Safety Facility (World Bank), shared how MDBs such as the World Bank assess the effectiveness of road safety investments, including how partner governments can leverage co-investments to amplify MDB contributions, as demonstrated in a recent project in Bangladesh. 

Sin Wai (Angel) Chong, Transport Specialist at ADB, outlined how the ADB’s gap assessments help pinpoint where investments, whether in governance, enforcement, emergency response, or infrastructure, will deliver the greatest impact in countries. 

Wenjing Pu, Senior Investment Officer at the Asian Infrastructure Investment Bank (AIIB), highlighted innovative financing approaches, including AIIB’s use of output- and performance-based contracting to harness private sector expertise for safer road networks. 

From the Government of Mongolia, Anjim Enkhbold, described Mongolia’s shift from fragmented, one-off projects to a more unified and sustainable financing framework for road safety, as supported by a national program implemented by a National Road Safety Council, where he serves as Senior Officer.
